AS9807 — GOVSTATS Data Management Centre National Bureau of Statistics of China
AS9807 announces 2 IPv4 prefixes covering 6,144 addresses and 1 IPv6 prefixes.
About this network
AS9807 (GOVSTATS) is held by the Data Management Centre of the National Bureau of Statistics of China — the IT arm of the central government agency responsible for collecting and publishing China's economic, demographic and social statistics. This is a state-agency network, not a commercial provider.
What it's used for
RIS shows 4 IPv4 prefixes carrying 14,336 addresses, plus a single IPv6 /32 (2400:5a00::/32), reached through just 2 BGP neighbours. The mix matters: a /19 out of 210.72.0.0 and three contiguous /21s in 219.235.128.0, all CNNIC-assigned Chinese space, announced behind a pair of upstream carriers. Fourteen thousand addresses is a lot for a single office building, and far too little for anything wholesale — the profile fits an agency network that has to reach beyond its own headquarters, connecting statistical offices and data-collection endpoints, while buying transit rather than selling it. Two neighbours is the tell: an organisation with this much space that peered widely would be a service provider; one that reaches the internet through two upstreams is a consumer of connectivity for its own use.
Notable
- It holds a full IPv6 /32, which is generous relative to its IPv4 footprint and typical of an early, government-priority allocation.
- The GOVSTATS handle is one of the more literal in the low-ASN range, and in this case the name and the organisation genuinely agree — worth stating, because handles frequently do not.
- Address space spans two separate CNNIC ranges rather than one contiguous block, suggesting allocations made at different times.
